Watch Prudently the Federation

Calculated estimates configure the future productions of the Federation to expand to such a degree, that most Cardassian worlds shall be forced to fend for themselves in an effort to stop their territorial consumption of the Galaxy. Such figures, provided to us by the league of non-Federation scientists, promise only hatred and envy in a Quadrant already full of prejudice and division.
The Committee of Sanctions, a delegation of retired patriots, have set forth to harness a massive wall of support in demanding the rights to Terok Nor and regaining the borderworlds recently lost in the Klingon invasion. Their efforts so far, have gone unmatched, taking their requests to StarFleet headquarters in the Sol System and approaching the Bajoran Emissary on Deep Space Nine. Grand Gul Morgur of the Third Order, relayed their intentions to commanding officer , Captain Benjamin Sisko on DS9, who unfortunately would not agree to the exchange for the old mining station.
Quoting the words of the famous Gul, *Captain Sisko could understand our need to regain the tactical advantage of Terok Nor....in light of the recent Klingon advances. However, he was staunch in his decision to object a consideration hearing that would offer the Federation a costly sum of information, undoubtingly useful to StarFleet. *
The report from Federation Headquarters was the same, in that their determination to withold the former Cardassian structure, remained unanimous. In most recent efforts,the Committee found support amongst the Vulcan Ambassador, Sarleen and the Human Delegate, Admiral Dumont, in fortifying forces against the Klingons who stole the Cardassian border worlds. Due to the complexity of the matter, however, StarFleet finds it very difficult to come to our assistance.
Recommendations from the Council representatives now governing Cardassia,
ask that all citizens refrain from leaving Cardassian space at this time...but
does this not hinder our advantages to overcoming the growing monster of
Federation and Klingon hordes! Estimates can only prove our already existent
fears. We must confront our enemies first, before they can destroy us with
our backs turned.

7th Command Base Report:
The Seventh Order deploys the massive Gralik Galor to aid Seventh Order
legions in the investigation of internal conflict within the Second and
Third Order. Though the TRI Council believes such a show of force will
only cause further troubles between Orders, the High Commander believes
that words of "brotherly peace" at this point are mute. All such attempts
to retrieve said [traitors in the midst] were unsuccessful by the Second
Order Intelligence Department.

Dr'leir 4 Base, Cardassia IV:
Rumors have been flying throughout Cardassia IV that "Changelings" were occupying the northern strip between the Kali' se and Dr'leir 4 base. Of course, enforcement troops found nothing upon a full interrogation of civilians or military personnel and several elite families controlling the commerce for that sector claimed such "primitive methods" to find the Dominion creatures were far removed from what Cardassian standards should have employed.
Seventh Order agent, Monar Vulara was on sight to report Order findings included in a private Seventh Order attempt to solve the fear amongst Order families occupied in Dr'leir 4:
"After a thorough attempt to block all communication coming into Dr'leir 4 and going out of the base, the Order has found no such extreme threat of changeling invasion within Cardassia IV. All such civilian and military posts were monitored over several weeks, including all incoming alien craft delivering supplies."
Monar Vulara went on to further describe the situation from civilian sight:
"The civilian population are ill informed concerning matters of Dominion
threat. After the recent Klingon invasion and fears that allign the Klingon
Empire to Dominion disguise amongst Klingon leaders, it is no wonder that
our people are spreading rumors that changelings have invaded the home
planets so near to Cardassia Prime. The Seventh Order has attempted to
instill a sense of security amongst the civilian population by placing
in station several secure troops to ensure the knowledge of a Dominion
threat, if not safety from such an internal attack."
