Background:

The Javik Class Diplomatic Escort Vessel was designed shortly after the Great Patriotic War with the Federation (2361-2369). A weakness was spotted in the way that diplomatic personnel were escorted to and from the many formal meeting held by the Federation, during the war. While traveling in shuttle craft the diplomats were frequently attacked by the Federation's ally, the Klingons, and by the border world frontier guard of the Federation, who would later become the Maquis. So in line with restructuring the Cardassian military, Central Command, in it's last ship building contract issued forth before it's demise, ordered the design and construction of the Javik. Since the first commissioning, the Javik has been successfully used in many areas, such as the transportation of diplomats, ambassadors, and legates to various meetings around the quadrant. It has also been used in covert intelligence operations, and in some cases acts as a permanent command vessel for legates.

Technical Information: 

Ship Class:  Escort / Scout The Javik class is the first escort sized vessel to be commissioned by the Cardassian Fleet in over fifty years. It also incorporates the new technology and advanced design principles developed for the Gralik project by Gul Mynar of the Seventh Order. It is a military vessel, and carries no civilians (except for the diplomatic personnel assigned). The Javik is slightly smaller than Starfleet's Defiant prototype attached to Terok Nor (Deep Space Nine), but has the equivalent or better firepower, shielding, and armor.

Duties:  Diplomatic Shuttling and Command Operations Classified Duties: Covert Operations, Surveillance, Intelligence-Gathering .

Exterior Appearance:  Sharp pointing front with an attack like posture. The Javik class has several phaser emitters protruding from the front of the vessel which make it look as though it were a great bird diving to catch it's prey with it's talons ready to strike.

The Javik is reminiscent of the old attack vessels used during the great expansion and also used heavily during the Bajoran occupation as atmospheric hunt and seek vessels. Its warp engine is mounted in the rear of the vessel and is protected from three sides by the ship's armor. The warp engine has been redesigned at a specific angle to minimize damage to local subspace regions by optimizing warpfield geometry.

Interior Details:  6 decks. The Javik has 6 decks, to the Defiant's 4.

Space will be at a premium, even with the space savings realized by using the Gralik project's advances. The additional space dedicated to "special missions" will further reduce the space available for crew quarters, recreation facilities, etc.

Personnel:  15 The Javik's normal crew complement is "15". All officers are of the Cardassian Military or Government. Their are rooms provided for up to three other VIPs on the quarters deck.

'Low-level' positions (transporter chief, supply chief) usually staffed by specific officers on Galor-class vessels are manned by officers from other departments (e.g. Engineering, Security...)

All of the crew quarters especially the VIP suites are lavishly decorated and very comfortable compared to most Cardassian vessels. This is because of the diplomatic nature of the vessel. The most luxurious of all the quarters is the Command Legate's, he who is in charge of the diplomatic mission must remain comfortable in order to deal with the harsh negotiations that so wear on his vitality. It should be noted that to be assigned to a Javik class vessel, means that an officer will be the envy of all others in the fleet.

Medical:  Single ward sickbay incorporating operating area Sickbay will be quite small, and heavy casualties will require the medical staff to take over the cargo area. The medical officer is expected to perform as if he had a regular sized sickbay.

Recreation:  Three holosuites and one Personal Holodeck for the Command Legate. Thier are three holosuites for training and recreation, and one holodeck for the command legate to utilize however he sees fit. Thier is one lounge where all officers and guests are allowed to mix and mingle. During receptions this room is converted into a banquet hall. The lounge is fitted with comfortable chairs, plus eight dining tables (seating four), and has its own holographic bartender based on technology acquired by other divisions.

Engineering:  Cruising Speed Warp 9.8 Sustainable cruising speed will be warp 9.8, but the Javik will be capable of bursts of speed up to at least warp 9.975 (Starfleet's USS Voyager's sustainable cruising speed). The Javik is a escort vessel, not a cruiser, and unlike a Galor is not built to carry the fuel and other resources necessary for long voyages. It is designed primarily for short-duration voyages, and has a limited cruising radius. Use of burst warp will almost certainly damage the warp coils, which will limit the ship to warp 3 or 4 (until coils replaced at a starbase).

Stealth Mode:  Under extreme circumstances the vessel may effect a cloak of itself, but when activated all other systems power down including life support due to the power drain. Approximate time to depletion of air is well recorded at four hours, with average compliment of officers and dignitaries.

Tactical Systems:  Type A Pulse Phasers. Offensive weaponry includes Type A pulse phasers, with emitter arrays on the forward edge of the Javik. These are expensive phasers, ordinarily installed only in larger starships, and are capable of very powerful energy discharges.

Javik also features a single photon torpedo launcher. It is bi-directional, however, and positioned with its exits in the front and rear of the ship. (The rear torpedo exit is concealed.) The Javik is limited, however, in the number of torpedos it can stock, and is not intended to engage in sustained combat operations.

Defensive shielding is relatively good, and can be easily enhanced and even doubled if power is reconfigured from weapons and the warp engines.

Sensors:  High quality sensors for intelligence-gathering. The Javik has an good sensor suite, this allows for assurance of safe passage through forward areas where no Cardassian military vessel are in control of the territory. In reality, the sensors are quite expensive, and are configured for optimum use in intelligence gathering: long-range scanning for vessels and artificial constructs, short-range scanning of planetary systems, and monitoring of communications traffic.

Transporters:  One personnel, one cargo. The Javik has one personnel (quantum-resolution) transporter and one cargo (molecular-resolution) transporter. As on newer Cardassian starships, the cargo transporter can be reconfigured for quantum-resolution transport if necessary; this capability may occasionally be useful for covert operations as well as for emergencies.

Javik Class Bridge

Note that we have cut down on the number of consoles at the rear, engineering and science are the same console, the political officer has a console to help compile all of the political information that he has to keep track of. To the right of the command legate sits the Junior Legate Adjudicant who will be their to learn from the command Legate and to advise him as well. To the left of the command legate sits the first officer, who is the highest ranking, purely military, officer on the vessel. In the front, the dual station of helm and ops is on the left while the tactical station is on the right front. All of the bridge stations can be reconfigured into other consoles if needed. Bridge officers usually carry light phasers, with tactical and security officers carrying heavy phasers and phaser rifles when their is a threat of a boarding party. There is no distinct 'backup bridge', although conn and tactical functions can be overridden in engineering.

The bridge is housed in a detachable module, and therefore re-configurable at Cardassian starbases. Individual command legates may have consoles configured differently to the manufacturers specifications above. (note that the detachable bridge does not have any propulsion, and cannot be used as a lifeboat, although it does have an emergency life support system separate to the rest of the ship.)

Definition of Positions on the Javik Class Vessels

The officers on a Javik class vessel act in different roles than on a normal Cardassian warship. Several duty positions have been combined and a few others have either been created or modified. Of course all command legates reserve the right to change and reconfigure the make up of their crew as they see fit. Below is a description of the positions available on the Ravek command vessel.

Command Legate:

The Command Legate is person in charge of the entire vessel and it's missions. He is a former military officers who also holds the title of Legate. Only senior legates are able to procure Javik class vessels for their use.

The Command Legate is primarily sent to areas where a direct operating arm of the Cardassian Government is needed. He is allowed to make on the spot decisions involving Cardassian politics and law. Therefore he has the power of the justice system behind him, so that he may pass sentence and then judge the crime.

First Officer:

The First Officer on a Javik class vessel is the highest ranking military officer aboard and as such deals directly with the crew regarding military matters that are to trivial to concern the command legate. The First Officer (Never called Executive Officer or XO on any Cardassian Vessel), is the direct point of contact between the Command Legate and the crew. Very little contact between the legate and crew except while on the bridge is authorized.

In the case that the command legate is killed while on a mission, the First Officer will take command of the vessel and return to the nearest space station for new orders, where either the Junior Legate will then be named as the new Command Legate or a new Command Legate will be assigned to the vessel.

Legate Advisor (Junior Legate Adjudicant):

The Junior Legate Advisor (JLA) is a position that is filled by a up and coming junior legate that the Dutapa council or sometimes the Command Legate has given the honor of learning directly from a senior statesman. Being assigned under a command legate on a Javik will help the Junior Legate's career.

Sometimes a military officer is placed in the position of Legate Advisor, who does not hold a legate's title. In this instance the officer is given a minor legate's title that he will have to forfeit when he is reassigned unless he has proven to the Dutapa Council that he deserves the title.

His duties involve coordinating activities with the Political Officer and the Operations Officer regarding events in the Command Legate's mission. The JLA also will give advice to the command legate much the same way as a political officer does, but more in the lines of the current mission as opposed to what Cardassia's stance on that particular issue may be. In any event his first duty is to watch and learn from the command legate. If he is approved by the council and has had good reports filed on him by the command legate, it is a good chance that he will take over the position of command legate should the current position be vacated.

Political Officer / Aid to the Legate:

On such a politically oriented vessel as the Ravek, the political officer has a diminished role. Many of his duties would be handed over to the JLA, but his most important and primary duty remains, that is the duty of making sure that Cardassia's will is being met by the officer's aboard the Ravek. It is that most sacred duty that the officer is charged with. It is up to the political officer to assure the people of Cardassia that they will never be ruled by a military government again.

Chief of Security / Tactical / and Legate Escort:

The head of this department has several responsibilities. The primary duty is the personal security of the command legate. He must make sure that the legate is never in any danger. The secondary duty of this officer is to assure ship's internal and external security. The final duty to keep the tactical position manned at all times by an officer from within his division. All ship to ship communications are done by this officer.

Chief of Engineering / Science:

The position is one of the few positions that have been combined to form a new set of duties for the officer assigned. Both engineering duties and the obligations of the science officer are manned by this division. This officer is responsible for all technical aspects of the vessel and mission.

Personal Physician to the Legate / Chief Medical Officer:

This officer must see to it that the command legate is healthy above any and all crew members, even the medical officer himself. His secondary duty is to maintain the crew's health to Cardassian Fleet standards. Finally it is the grave duty off the medical officer to end any suffering of a crew member who either cannot be helped or in order to save the officer it might jeopardize the mission. The Chief Medical Officer never has the power under any circumstances to relieve the command legate of his position. If he feels that the command legate is no longer fit for duty then it is his obligation to report this to the political officer.

Chief of Navigation and Operations:

The Chief of Navigation and Operations (CNO) has the responsibility of maintaining the ships operations on a day to day basis and is also responsible for keeping the vessel on course by operating the helm position on the bridge. The CNO is the officer who also helps coordinate away team missions with the first officer. Many of the negotiations on the Ravek are held in the meeting room and must be coordinated by this officer. All ship to planet communications are done by this officer.
